There is neither space nor no time for the rhetorical proposals -that abounds on the other hand -. In the middle of the decade of 90 many of the countries of America and the Caribbean had initiated or was considering initiating reforms in the sector health. A summoned international meeting to the effect defined the reforms in health like "a oriented process to introduce changes nouns in the different instances and functions from the sector in order to increase the fairness in its benefits, the efficiency of its management, and the effectiveness of its performances and with it to obtain the satisfaction of the necessities of health of the population. One is an intensified phase of transformation of the systems of Health made during a determined period of time and from conjunctures that justify it and viabilizan ".

The enunciated reform has in the remodeling, extension and/or construction of hospitable buildings social consequences as much in immediate form as in the long term.
